Dr. Ahmed Hammad
Chairman's advisor on health systems and policies, Egypt Healthcare Authority
Dr. Ahmed Saeid Hammad is a senior health policy and systems expert with over 14 years of experience leading Universal Health Insurance (UHI) reforms, strategic health governance, and large-scale healthcare transformation in Egypt. He currently serves as the Chairman’s Advisor on Health Policies & Systems at the Egypt Healthcare Authority, where he has established key governance, health economics, and pharmacovigilance units; led national investment plans; and advanced Egypt’s climate-resilient healthcare agenda at COP27 and COP28. Dr. Hammad has worked extensively with global partners including the World Bank, WHO, UNHCR, UNICEF, and IOM to design inclusive, data-driven health policies that strengthen system performance and expand equitable access for refugees and vulnerable populations. His expertise spans UHI strategy, hospital governance, digital transformation, emergency operations, climate-smart healthcare, and evidence-based policymaking. A Harvard-trained global health professional, he is also a lead author of peer-reviewed publications on universal health coverage and health system reform, and a frequent lecturer on health policy, resilience, and climate-smart health systems.
